Parrots _can_ sneeze, and I imagine that they have some kind of mechanism that does for them what coughing does for us. But if your parrot sounds like he's coughing and sneezing, he may well just be imitating a human sound. My parrot coughs and sneezes all of the time, and it's clearly my cough and my sneeze.
