Male Puberty Trouble!

Judging from some other posts, it seems Capes can be quite a challenge after the magic age of three. Any input is appreciated.

My fabulous Frank is 3.5 years now, and in the past couple months he has become impossible to live with. I have 2 other birds, a Maxi Pionus and a Blueheaded Pionus, and they are a pair. The female has been in mating mode and that seems to have triggered something in Frank, along with his being at maturity age.

Frank has become OBSESSED with the other 2 birds, mostly the male. He is doing the lurching and wing quivering thing, has lost interest in his toys and his food, and is incessantly making his most obnoxious and LOUD pleas almost nonstop. The house has become unliveable. He is, however, still very sweet and VERY affectionate with me and most everyone. He'll take an hour long head rub I think just to relieve him of his obsession. I adore this bird, but I feel I've lost him. My question: Will this situation improve? Does it get better and what can I do to survive this mayhem? I heard that someone got some sort of shot for their overly-hormonal Cape...is that an option? I do not want to re-home him. I'm not a person who can do that.

Any ideas anyone?
