Cape parrot

We recently purchased a female cape parrot. She is such a sweet parrot and is extremely quiet in comparison to our caique parrot.

She is only 3 months and is still learning a lot. Is there an average age when they start to talk? Should I be encouraging certain phrases? When they do learn to talk, what happens if they don't stop?
